Salem reviews the legacy system and the replacement against each other and reports what is genuinely incomplete. Because Salem is not the original integrator, that assessment carries no obligation to defend earlier decisions.

Stalls are most often caused by behavior in the old system that nobody fully documented — interfaces, edge cases, and undocumented business rules. Undocumented legacy behavior is exactly where Salem’s platform depth applies.
